BUDGET 2026-27
Introduction
This budget includes the preliminary income and expenditure estimates of Azhikode Grama Panchayat for the financial year 2026-27. Despite the abundance of demands and the limitations of resources, priority has been given to formulating a budget that achieves the goal of economic development based on social justice, while simultaneously ensuring the prosperity of the Panchayat and the effective fulfillment of its public duties. Allocations including the State Budget share, the Finance Commission Grant sanctioned by the Central Government, and Maintenance Grants must be spent within government regulations. Nevertheless, this budget puts forward the concept of rethinking guidelines to pave the way for the effective utilization and retention of these funds. The Panchayat will take necessary measures to ensure 100 percent collection in building tax, license fees, profession tax, rent, and auction items.
Azhikode Grama Panchayat, which fundamentally relies on the agricultural sector, looks forward with hope by giving priority to agriculture in its development dreams. Azhikode Grama Panchayat, which has transformed this rich agricultural sector by contributing more than 30 percent of the raw rice share, stands testimony to the projects implemented in this sector, taking one more step forward towards the Food Security Scheme. A project has been formulated to make fallow lands cultivable. The objective is to utilize own funds for paddy cultivation expenses and tractor/tilling charges.
The budget envisions increasing productivity by identifying different growth avenues in dairy development, value preservation, and the fisheries sector through marine resource management, and by enabling them to use modern techniques in their respective fields.
Along with supporting the destitute, the helpless, and the marginalized, the budget proposes projects necessary to lead the youth, persons with disabilities, and transgender individuals into the mainstream of society. The utilization of funds in this budget is designed to provide shelter to Anganwadi buildings, bus stop shelters, guests, and the ultra-poor.
While setting aside funds for office operations and high-speed responsibilities, the major responsibilities being undertaken by the Panchayat in the changing scenarios regarding energy and drinking water availability have been included in the budget with urgent priority. These allocations aim to meet the unavoidable needs of the people, such as housing, food, drinking water, and health. The LIFE Housing Scheme, housing renovation, and welfare of persons with disabilities are target areas. The Panchayat must view these with urgent importance. The Panchayat is committed to supplying drinking water to various parts of the area. The budget also envisions the comprehensive upliftment of Scheduled Caste communities.
Recognizing the fact that economic independence lays the foundation for women's liberation, the budget proposes various employment enterprises for women. Kudumbashree deserves special attention in the field of women's development. The Panchayat is also committed to raising the operations of the Haritha Karma Sena, undertaken by Kudumbashree, to an excellent standard.
The Panchayat has taken it as a challenge to raise the upliftment of the youth, who are the promise of the Grama Panchayat's future, as well as the safety and educational facilities of students, to a high standard. Recognizing the principle that healthcare builds a healthy mind, the Panchayat is undertaking projects in the sports sector to protect the physical health of youth and students. Protecting youth and students from the clutches of substance abuse and other social evils is also an objective of this budget.
